Sega Rally Online Arcade is quite a different game than the Sega Rally Arcade disc on the Playstation 3. The online digital download only version has different tracks and has a different default camera perspective.
It’s one of those classic Sega racing games with clear Sega blue skies and it looks and plays wonderfully, albeit at 30fps as this game like many other console games is locked at 30fps. The menu system is 60fps though.
This game didn’t quite reach 30fps on the Ryzen 7 5700G APU so I tried it on my main gaming rig with a Ryzen9 5900X and an RTX 3070. The RPCS3 PS3 emulator is quite keen on instructions per clock cycles and cores that’s for sure. On the Ryzen 7 5700G APU it dipped to 21 fps with more cars in view – the moment you were first with no other cars in view it would go up to 30fps as well. Compared to Outrun Online Arcade this Rally game uses quite a fair bit more resources apparently.
