Early MS-DOS Machines were lacking in the audio-visual department and 8bit home computers often had better games. This changed with the introduction of EGA, VGA, sVGA graphics cards and soundcards which made the PC a lot more games-fähig.
The best arcade game experience on MS-DOS machines back in the 90s often was through the use of emulation. It was possible to have very good Sega Genesis / Megadrive emulation going on a Pentium MS-DOS machine. The resolution of the Megadrive and VGA games was very comparable even. Hooking up a Sidewinder gamepad with 6 buttons and you had yourself a competent Megadrive Genesis.

Genecyst is a DOS based emulator for the Sega Genesis. The 68K, Z80, DAC, digital FM emulation and graphics rendering were written in assembly. The rest was done in C++. It is freeware.
What is emulated:
68000 CPU @ 8Mhz, Z80 secondary CPU @ 4Mhz, DAC output, YM2612 FM synthesis, TI76489 PSG, VDP, DMA, ScrollA/ScrollB/Sprites/Window, Some raster effects, H/V interrupts,
Dual 4-button/7-button joypad emulation, US/Japan/Europe variants
For Genesyst you did need a Pentium class machine, VGA (VESA) graphics and an MS-DOS compatible soundcard.
CPU: Pentium III 550Mhz
GPU: Voodoo3
OS: Windows 98/MS-DOS
Sound: Sounblaster Live PCI
In the end this might not have been the most complete or perfect Genesis / Megadrive emulator for PC (MS-DOS PC) but it certainly was among the most iconic.
